Consider departments receiving budgets and cards while employees still submit personal claims. A manager changes, a recurring supplier lacks an owner, and a refund posts after the cardholder leaves.
BILL Spend & Expense deserves emphasis when cards and expenses should align with broader BILL finance operations. Ramp deserves emphasis for card-led controls and finance automation. Expensify deserves emphasis when employee reports and reimbursement remain central. Verify card eligibility separately.
Decision criteria for delegated control
Inspect card requests, limits, merchant exceptions, receipts, reimbursement, manager delegation, recurring ownership, refunds, department moves, offboarding, and close queues. Define which decisions managers own and which finance retains.
Map accounting source, latency, duplicate keys, errors, retry, and reconciliation. A broader workflow is valuable only when internal owners can administer it.
Test a manager's first week without project-team help. Ask that person to approve a normal claim, return a missing receipt, handle an urgent card exception, and delegate during absence. Finance should see each action and retain ultimate control over accounting and repayment. This reveals whether delegated administration actually scales or merely moves questions from employees to a central finance inbox.
Review the same manager's recurring suppliers and card credentials. Delegation should include renewal and cancellation ownership, not only transaction approval, so a departmental reorganization does not create unowned commitments.

Create department cards, a personal claim, recurring supplier charge, and missing receipt. Change the manager, apply a temporary exception, split coding, reject and correct a line, reimburse the employee, and deactivate the vendor owner. Move open transactions to new managers and cost centers while completed history stays intact.
