Imagine a store making an urgent local purchase while its manager is away. A card changes hands, the receipt is uploaded later, another location receives part of the goods, and the manager transfers before approval.

Decision criteria for multi-location spend
Inspect named card custody, store and department limits, temporary overrides, mobile receipts, personal payments, manager delegation, location transfer, recurring local suppliers, refunds, offboarding, and close queues. Require each correction to preserve original store and current owner.
Define which system owns store, manager, supplier, coding, and accounting fields. Security controls support governance but do not prove compliance.
Review temporary and seasonal managers explicitly. A store may need rapid approval delegation without granting access to other locations or historical employee claims. Create start and end dates for authority, require a successor, and inspect every override afterward. This distinguishes useful local autonomy from broad regional access and prevents a short staffing change from becoming permanent card or approval permission.
Reproducible store-spend check
Create a store-bound card purchase, personal emergency claim, missing receipt, split-location item, and refund. Change the manager, delegate approval, correct location coding, reimburse the employee, and deactivate the cardholder. Trigger an invalid accounting dimension, repair it, and inspect duplicates. Spend Management Guide has not run this configured evaluation.
Exception and conclusion: refund follows a closed store
Close or reorganize a location before a supplier refund arrives. Determine which current owner and accounting code receive it while original store history remains visible. Choose Ramp for card controls, BILL Spend & Expense for finance alignment, or Zoho Expense for suite-centered reporting. The right system keeps local action attributable after organizational change.
